SNAFU RALLY REFUND POLICY:
1) RALLY SHIRT FEE REFUND: Not later than 11:59 PM (central time) 1 October 2023, notify rally master to receive rally shirt refund
2) RALLY REGISTRATION FEE REFUND: Not later than 11:59 PM (central time) 2 October 2023, notify rally master to receive rally registration refund
3) NO REFUND: Failure to notify rally master by 00:00 (central time) 3 October 2023 will result in loss of all prepaid rally fees
